DHEK: Why don't you just buy generic wooden counters or stuff like that from a store (online, if you can't find a brick-and-mortar one)? Without specialized equipment you can't make plastic ones or pieces just like the ones used in most games.

Grumbling Grognard: Wargame figures would be my first responce...then again I am a wargamer Seriously, eBay has TONS of figures in various scales. I would suggest 20mm or 25-28mm as the scales you want. If you want World War Two stuff, they make lots of them in plastic that can be had for very, very cheap. Fantasy and other eras may have to be purchased in lead making them more expensive. Try an eBay search (no quotes):"25mm miniature" or "28mm miniature"

scriptorum: For you, you're best off making a standard flat game piece from chipboard, cutting it to shape, then fitting it snugly into a chipboard stand with a slot in it.
