Dementomstie: I think this is a mutual situation. The elves themselves are not cookies so they'd be safe from Cookie Monster. Also, given his voracious appiatite(hunger) Cookie Monster would probably help increase the market value of the cookies that he was eating. If the Elves find that Cookie Monster is not paying for his cookies then they can always send Legolas after him to "collect on his debts".
