Jedadeana: No one else can know another's inner monolog, so I'd say words and deeds. However, it would be more impressive if a person does good against a more negative inner voice simply because they want to be good (and not to just appear good)
Woelf: Unless you gain the ability to read minds and can actually hear the inner monologue, you really can't factor that in, and have to go by what people say and do. It doesn't matter how "good" someone's internal intentions may be if all that comes out is bad, just as someone doing and saying good things for bad internal reasons will appear good until proven otherwise. Of course it's also important to watch for patterns over time, too.
