pwilz: There was this episode of Comedians in Cars Getting Coffee where Seinfeld went to the White House and Obama had to drive around the driveway a bunch of times because the security guards couldn't let him out on the regular street.

Derang3d: Oeh I know this! "No." As soon as people get elected president of the US, they're never allowed to drive ever again. Even after presidency has ended. Drivers for life! 's possible that there were presidents getting tickets /before/ this rule was implemented, tho.
Woelf: Without actually looking it up, this seems like something that could have potentially happened back in the very 1900s when cars were still relatively new. I don't think presidents are allowed to drive themselves anywhere these days, at least not while actively serving. Jimmy Carter might get ticketed for doing burnouts on someone's lawn, but not for speeding.
