One Fat Pug: Depends on the traffic flow, which can vary throughout the day. With typical low-volume left turns the arrows should precede the through phase so that they clear quickly and allow maximum time for the through phase.

CDRodeffer: It depends entirely on the situation. If there's a very long left turn lane and left turns are not that popular at that intersection, do the turn first. Otherwise, do the left turn after passing the straight traffic.
