imyourskribe: "It depends" isn't necessarily indicative of indecision. Sometimes there isn't one answer that is correct for all cases. So, yes, I use "it depends," but not because I'm uncertain of my answer.
Woelf: It's usually because the question is ambiguous and/or it's looking for a definitive answer without specifying a number of significant variables.

NigelStrong: No, I am a very decisive person. I want to win and I want everyone else to see my point of view. I do think that people who do use the "It Depends" aren't very confident in themselves or the decisions they are making. I try and get my managers out of the habbit of adding that.
amadan: well, it depends... :) such answers mostly come with questions, not decisions. and while most people might be satisfied with unadvertised simplification, that is not my way.
Benzebub: I do answer some of these questions with a depends, but it has nothing to do with my decisiveness, but the incontinence of the person asking the question.

ellephai: This made me laugh. I haven't noticed it, but I'm sure a lot of my answers do begin that way. I had a friend long ago who used to chastise me for answering everything with "it depends" or "it varies." The phrase I use now, which my brother has called to my attention and which has now become an in-joke, is "hard to say." But I think that I give these sorts of answers not because I'm too indecisive, but because I'm considering more aspects of the matter than just the most immediate and superficial one.
