DHEK: Why? There is already an English version of Funkenschlag. It's called Power Grid. Go check out the rules for it from the game itself (you can't post rules online here).

jttm: Its simple. Start with Step 1. If you are complete in Phase 2, jump to Phase 3, but not if Step 2 is not finished. Step 3 comes after Step 2, when Phases are complete, but only before Phase 3.
