sffh: both are needed, theme definitely makes a session mood, which is always good, gameplay is a main factor of a game fun, game with good theme but bad gameplay makes initially good mood, but will become boring quickly, otherwise, game may have good gameplay, but unless some interesting theme and in such a way session mood is premade, players also often turn out bored soon, so, best is a mid-way, at least some of both

ZombyDawg: I'm old school. The question is REALISM or PLAYABILITY. It used to be that a good balance of the two was what made a great game. Nowadays I think what matters is a game with brightly colored bits that is over in fifteen minutes (oh yeah, and the name of the designer).
