Roktimus: For pure Superhero fun Marvel's from the early 80's is the best. For modern superhero maybe White Wolf's Scion.
Woelf: Most superheroes don't need RPGs. I guess the Punisher might use one occasionally, but calling him "super" or even a "hero" is a stretch.

ynnen: Marvel SAGA system by TSR -- the SAGA rules system allows for over the top action, direct character control and fast-paced storytelling. Nothing else comes close.
