Woelf: Gul Dukat - He hits that perfect supervillain balance where he'll be amicable, sympathetic, and even helpful to the point where people start trusting him again just before he pulls out some total bastard move. And then he manages to do it over and over again. It's a fantastically written and exceptionally well-acted character.
