Woelf: I don't know enough about it to have an opinion one way or the other. As long as it's not APR tax.
Narlgoth: For small businesses that make small sales I think its fair for them to be able to ask for an additional charge if someone wants to pay by card. That way they are 'paying for the transaction themselves'. If its a big chain store then hell no, those guys can afford it.
