Deekow: If the game can be finished in a very short (< 5 minutes) period of time, play it out for the win; otherwise, conceding is just fine for 2 players.
weed131: usually no, i don't wish for anyone to play out a game of axis and allies until the last capitol is taken, it's the 3+ games you don't want 1 player conceding
