TheGrimReeple: Ilúvatar didn't make cats. It's possible that Morgoth created them in diabolical opposition to dogs or foxes. It's also possible that they simply appeared of their own volition, as cats do. Tolkien was not a cat person. He consistently portrays cats unfavourably, once described cats as being "fauna of mordor", and in early drafts Tevildo was a mighty cat who had all cats subject to him, and he was a follower or Melko. In later rewrites, Tevildo was replaced with someone a little more familiar...
