skelebone: When playing Settlers of Catan, do you move the robber as a personal attack, or do you just move it against the person with the most cards?

Derang3d: Depends on whether I've been personally attacked before. Cards are a side effect anyway - better to cut them off from something I can then trade to them (for profit).

the manatee: Usually personal attack (not as revenge per se, but if you've been cranking out a lot of stone, then I'll send him to one of your productive mountains to slow you down).
Myok: With friends we usually target the person with the most cards. Against a computer, I always target the person to my right or in the lead.

DasViktor: I use it as a "shutdown" tool to keep the winning player from getting more resources.
rseater: I shut down the most productive tile I am not on, or try to steal from the person with the lowest hand size who also has something I want (to get the best success rate). Purely calculating.
ZeroZilla: Why would I care about a person's cards? It's points that matter. Also, oftentimes a person with fewer cards will have a majority of a resource I need, if there's not someone who's clearly ahead in the game.
Zedsdead: Neither. I use the robber to try to get the resource I most need.

jpat: I try to be as vindictive as possible, and usually the two things coincide nicely.

atrium: To the person with the most points. Occasionally will move it to someone who I know has a card that I need.
chockle: To the person winning, or the person who has the resource I need.
DHEK: It depends. Sometimes I move it against the person who is leading (or very soon to lead), the person who I suspects has the resource I want or the person who is my nearest rival. It depends on what's the priority at that time so I choose among these options. Using the robber as a personal attack is a strategically weak idea, while using it against someone with the most cards is kinda silly (though I've seen this happen MANY times).
scriptorum: Neither. I make a guess as to who is most likely to have the cards I'm seeking and rob them. If it's a toss up, I'll always bash the leader. I do prefer to place the robber in a place where it can hinder several opponents at once.

Deeghter: I don't take games personal! Every move has just one goal: to win! No matter who my opponent is! But I have friends (a couple, actually) who take almost every move as personal attack! Those are the very worst games to play! Better avoid it!

confuse_a_cat: I do both, and I have other strategies for robber placement as well. Sometimes I make people bribe me not to put the robber on a given hex.

CortexBomb: I move it against the person who I perceive to be the biggest threat based on the game state. Occasionally it can devolve into a personal attack, but usually I use it to cut off resources to make my goods easier to trade, or to keep someone's city producing city from functioning
